If you use the file browser dialog box from the "Open File" menu item, only types listed in the Info.plist are allowed to be selected, even though the browser could handle any type that an installed plug-in can handle. It should allow you to select file types handled by installed plug-ins, or just allow you to open any file.

I think this is a Safari browser issue (as opposed to a WebKit issue). Please file a bug on <https://bugreport.apple.com/>. You may create a free "online" ADC account using <https://connect.apple.com/>.
