Summary Reload causes to use old data

Reload causes to use old data 1. Have a local test file with tags. 2. Change the data urls, and hit reload. 3. Notice how the same URLs are still loaded 4. Hit "enter" in the URL bar, notice how the correct URLs are loaded for your tags! This bug continues to persist until I relaunch Safari! I expect this is a regression.

I expect this is probably the same root bug as bug 15486.

This is probably a dup of bug 3580.
