Reload causes <object> to use old data

1. Have a local test file with <object> tags.
2. Change the <object> data urls, and hit reload.
3.  Notice how the same URLs are still loaded
4.  Hit "enter" in the URL bar, notice how the correct URLs are loaded for your <object> tags!

This bug continues to persist until I relaunch Safari!  I expect this is a regression.

I expect this is probably the same root bug as bug 15486.

This is probably a dup of bug 3580.
