When opening the said URL, upon load completion, the scrollbars (both horizontal and vertical) will flash in and out very quickly.

I don't see this with a local debug build of WebKit

with Safari 3 Public Beta v. 3.0.3 (522.12.1) on Mac OS X 10.4.10 (8R218). Jiawei, what version of Safari were you using?

The behavior may be dependent on your browser window size - could you please attach a screenshot? I'm seeing scrollbars flash when resizing the window, by the way.

, you have to make the window fairly big to get it to flash scroll bars when loading.

Movie of scroll bars flashing This happened after probably 10-12 attempts to load the page. It doesn't happen every time--seems to be related to the hard drive image not loading right away combined with the page elements (About Us | Environment | News | Careers) that get pushed to the right of the page, creating a horizontal scroll bar.
