When browsing Korean web sites, Korean characters are not displayed (at all) on Safari Windows. However, Chinese/Japanese sites have no such issues. This is a show stopper for Korean Windows users. I would be really happy, if WebKit team fixes this problem soon. :)

FWIW, this works for me on an US English Windows XP. What OS version are you using?

Can you try a nightly build and see if the fix for 14086 solves your problem?

I've tried downloading 5-6 times already. Zip archives for r23540, r23553 seem to have corrupted. r23529 unzips successfully but the rendering problem is still there.
