It starts OK, and then moves the first row up. See the attached screenshot.

Thanks for the bug report, Mike! This screenshot doesn't look like the default iGoogle. What did you do to add the background image? Also, did you test this using shipping Safari, or a nightly WebKit build? http://nightly.webkit.org/
This is the latest build. Looks like it was working OK a couple of builds ago. To change image you should just select a Beach theme.
I've just checked 8 latest builds and all of them have this problem. Since I upgrade quite regularly I must assume that Google has changed something in their iGoogle code. Please not that shipping Safari doesn't have this problem.

I switched to the Beach theme and set my zip code (with all the default widgets in the default location), but still can't reproduce the issue. (Does it only happen at certain times of the day--since the beach theme changes throughout the day?) Which widgets do you have installed in which locations? It may be easiest to save a webarchive (using a Nightly build) and attach it to this bug for further reduction.
I'm also still getting this lame "To rearrnge your page, drag and drop the title bars." message below the "Google Search" and "I'm Feeling Lucky" buttons, which is about the height of the title bars on the widgets. I wonder if that "disappearing" would cause the issue?

I added the widgets from Comment #8 (and I left the default ones below the added ones), but I still don't see the rendering issue. Mike, when the page loads, does it look okay initially and then a layout near the end of the page load causes this? Or do the title bars on the top row always look like this?

There's no way to do this on Bugzilla. The best thing to do is to create a "Radar" bug on https://bugreport.apple.com/, then upload the webarchive to that bug. Is it longer than any of the others when it renders? Does it resize after the page is loaded (e.g., after it loads its content)?
