Clicking a link to a downloadable resource leads to the progress bar getting stuck partly loaded. Sample steps to reproduce: 1) Go to http://www.versiontracker.com/dyn/moreinfo/macosx/2095 2) Click the "Download Now" link Results: progress bar never reaches completion.

This bug also seems to appear when document is loaded with the aid of a plugin. A few examples: http://movies.apple.com/movies/us/apple/getamac/apple-getamac-computercart_480x376.mov (QuickTime plugin) http://www.ee.calpoly.edu/cpe-169/Experiments/Exp6/cpe169_exp6%20ise82%20nexys%20xcrp.pdf (Adobe Acrobat Reader plugin) Once the plugin has loaded and the plugin has finished loading the document, the progress bar remains stuck at 20% and (also occurs with downloads) the throbber on the active tab remains spinning.

This is a regression - what nightly did it first appear in? Spending the time to figure that out would be quite valuable
