Shipping Safari 2.0.4 (419.3) behaves the same way, so not a regression.

Partially reduced test case Note that the <td> cells with width="10" should each be 10px wide, but instead are 12px or 13px wide with ToT WebKit. With Firefox 2.0.0.9, Firefox 3.0b2pre (Nov 18, 2007), Opera 9.24, and MSIE 7, the <td> cells are 10px wide as expected.

Marking as HasReduction even though the test case may be reduced further.

Safari 15.6.1 and STP 152 differ from all other browsers As can be seen from attached screenshot, Safari renders the corners differently and have bugs compared to other browsers (Chrome Canary 107 and Firefox Nightly 106). I think I have seen similar in Tables category when I was triaging those bugs.
