remove the fast/encoding/charset-x-nextstep.html test and incorporate it into  fast/encoding/char-decoding.html with the new better cooler test framework, with a description of why we are doing these tests.

I would phrase the comment a bit differently. Something like "The x-nextstep test is meant to ensure that we still support legacy encodings that are not part of ICU - it is expected that it fails in other browsers, which do not support this particular encoding. See http://bugs.webkit.org/show_bug.cgi?id=4195 for more details."

Looks like the date-big-DST-list.html test got here by accident.

This (an updated version) was landed in r20933.
