Steps to reproduce: 1) Load the URL 2) Click on the popup menu next to "Resolve bug, changing resolution to: " 3) Note that the menu appears near Safari's toolbar rather than attached to the control as expected.

If I scroll the page very slightly before clicking the popup, the menu appears in the correct place. If I scroll down then back to the top before clicking, the menu moves back away from the popup.
