IE supports this feature currently.
I think WebKit might need to support this feature, as well.

As a hint for who wants implement text-justify in the future, you can implement it partially like Mozilla (https://bugzilla.mozilla.org/show_bug.cgi?id=276079) and postpone harder parts (kashida justification, https://bugs.webkit.org/show_bug.cgi?id=6203). Kashida justification also discussed in P-C mailing list and author of HarfBuzz said this https://groups.google.com/d/msg/persian-computing/s-ftgmBvlF0/mhB2V9ELwwYJ please follow that discussion for getting more valuable points about Kashida justification :)
