There's no spec for the right behaviour at the moment and everyone does something different. So let's see what happens at:

Webkit (Safari) and Chrome / Blink render this same without any top and bottom margin while Firefox does add "top and bottom" margin. I was not able to find any quirk in UA stylesheet here:
https://searchfox.org/mozilla-central/source/layout/style/res/quirk.css
Can we clarify this?
