Apart from a general cleanup of some more SVG test_expectations in Chromium, this also rebaselines for Windows svg/as-background-image/svg-as-background-1.html svg/as-background-image/svg-as-background-3.html

These tests sometimes use one font (a Times looking font) and sometimes another (a sans-serif font).

I have also observed this for svg-as-background-6.html and added expectations in r119953.

Marked LayoutTest bugs, bugs with Chromium IDs, and some others as WontFix. Test failure bugs still are trackable via TestExpectations or disabled unit tests.
