If a page's title begins with "how" (ie: "How I Hire Programmers"), the tab's label will be "I Hire Programmers". Is there any document about why and if it is the correct behaviour, what other words are stripped off?

This is browser behavior, and is thus out of scope for WebKit Bugzilla. Resolving as INVALID per our policy.
