http/tests/xmlhttprequest/xmlhttprequest-test-send-flag.html is timing out on Windows.

It looks like in fact http/tests/xmlhttprequest/xmlhttprequest-sync-vs-async-assertion-failure.html is causing this test to time out. I've added that test to the skipped list.
