Patch This will allow commands to identify if a builder is idle so that we can consider forcing a build in the case of a builder is both red and idle. (Which would be a work-around for the fact that run-webkit-tests doesn't know how to handle flaky tests like new-run-webkit-tests does.)

Patch ok. This code is hard to follow, but I'm not sure there's much we can do to improve it.
