Summary scrollbars reset to top when switching between panels

If you have two panels, only one of which is visible at a time, and you switch back and forth between them, the scrollbars always reset to the top. This happens on both Chrome 4 (GA version) and the latest version of Safari. This is a big problem for us in our application, so if there is anything we can do to help track this down and/or fix it, we're happy to help. It is kind of hard to believe that this hasn't been found/reported/fixed before, but I can't find any trace of it. I searched the bugs db, but only this one looked close: https://bugs.webkit.org/show_bug.cgi?id=18017 . Don't know enough about webkit to know if it is actually related. The following issue, using panels (sheets) in goole's spreadsheets, in the chromium bugs db is definitely the same and is a great test case: http://code.google.com/p/chromium/issues/detail?id=24317

This happens with Safari. Using Watson Assistant with Safari, When you try to add a jump to option to jump to another dialog node it brings you to the top of the dialog tree and you lose focus.
