build.webkit.org should send BuildBot blame mails when builders turn red

BuildBot has a MailNotifier:
http://buildbot.sourceforge.net/API-0.7.5/buildbot.status.mail.MailNotifier-class.html

we used to have blame mails turned on for build.webkit.org but somewhere along the line they got turned off.

It seems they would be useful to turn back on now that the bots are rather consistently green.  I looked briefly at how to make the proper changes to:
http://trac.webkit.org/browser/trunk/WebKitTools/BuildSlaveSupport/build.webkit.org-config
but it was not immediately obvious to me what changes would be necessary.

I expect the change would probably be trivial for someone with more buildbot knowledge than I.
