In 303828@main https://commits.webkit.org/303828@main (Bug 303434 https://bugs.webkit.org/show_bug.cgi?id=303434), DataTransfer::allowsFileAccess() in DataTransfer.h was hardcoded to return false on all non-Cocoa ports to prevent unauthorized drag-and-drop file access until Bug 271957 https://bugs.webkit.org/show_bug.cgi?id=271957 is resolved.

This completely disabled allowsFileAccess() on GTK and WPE unintentionally broke pasting image data from the clipboard, previously supported via 301877@main https://commits.webkit.org/301877@main / Bug 218519 https://bugs.webkit.org/show_bug.cgi?id=218519

Reproduction:
  1. Copy an image to the system clipboard
  2. Open a web application with clipboard paste support
  3. Trigger a paste event (Ctrl+V) inside a content-editable or paste listener.
