moveBefore ends up triggering the WebKit internal children changed mechanisms which are required for a variety of things. However, some implementations (those defined by the spec children changed steps) shouldn't actually run as part of moveBefore. The main one being ScriptElement's childrenChanged steps which trigger script execution. To ensure we don't run those we should add new ChildChange type so it doesn't count as an insertion.
