This bug is a dependency of the following bug - https://bugs.webkit.org/show_bug.cgi?id=236153. I already have a PR that implements overflow-clip-margin parsing but it was linked to the main/parent bug. This bug limits the scope to just parsing the overflow-clip-margin CSS Property.
