https://wpt.fyi/results/speculation-rules/speculation-tags/deduped-and-sorted-tags.https.html%3Ftype%3Dprefetch?label=experimental&label=master&aligned is failing. We should make it so it passes most of these tests (One of the test cases is related to rule removal, which feels orthogonal).
