Re-opening this bug. The above patch only fixed WTF_DateMath.calculateLocalTimeOffset but the other failures remain

Re-opening again. The above commit is a gardening one.

It adds as expected timeouts a few tests more than the described ones, those were flakies found in the queue of the EWS to be timing out with a high probability (>80%) of doing so
