I attempted to reproduce this timeout on macOS Sequoia Release ToT running the test as follows:  

run-webkit-tests loader/navigation-policy/should-open-external-urls/subframe-navigated-programatically-by-main-frame.html --iterations=2000

I was unable to reproduce the test failure.
