http/tests/xmlhttprequest/xmlhttprequest-missing-file-exception.html fails on Windows bots, both debug and release configurations. Adding it to the Skipped list until we can figure out the best course of action to fix it.

It doesn't fail by itself, but when run on the bots, it failed there. However, I think the problem may have been from the test before it, as when I added this to the skipped list, another test in http/tests/xmlhttprequests started failing, when it hadn't before.
