Our code currently treats `animation-timeline` values that don't match an in-scope `scroll-timeline-name` as a null timeline, but the Scroll-driven Animations specification says that those should be inactive scroll timelines (timelines without a source) at https://drafts.csswg.org/scroll-animations-1/#valdef-timeline-scope-dashed-ident.
