DESCRIPTION: 
This is a flaky failure thats occurring on all open source testing queues. Attempted to bisect the regression, could not determine which commit caused it. I've chosen the earliest failure which was 280752@main. The last consistently passing commit was 280748@main.

REPRODUCIBILITY: 
I was able to reproduce the regression on ToT using command 
run-webkit-tests http/wpt/service-workers/fetch-service-worker-preload-cache.https.html --iterations=10 ----exit-after-n-failures=1
