The test was consistently passing on Sonoma, and after the bots updated SDKs, the tests began to image fail constantly.

This issue can be reproduced using the command: 
run-webkit-tests --release -1 --iterations=1 imported/w3c/web-platform-tests/html/semantics/interactive-elements/the-dialog-element/removed-element-is-removed-from-top-layer.html imported/w3c/web-platform-tests/html/semantics/interactive-elements/the-dialog-element/top-layer-stacking-correct-order-remove-readd.html
