[ews] Improve handling of case when PR breaks layout-test. Follow-up to https://bugs.webkit.org/show_bug.cgi?id=218618 For e.g: https://ews-build.webkit.org/#/builders/47/builds/13524 broke layout-tests, but EWS considered it infra failure instead of blaming the PR. That should be handled better.
