Our boto dependencies in resultsdbpy for testing are quite out of date. We should update them.

Renaming this bug. We still want to update boto dependencies, but we also need to update cryptography to do that. We should really pair OpenSSL with cryptography in webkitpy, since those dependencies need to be updated together.
