Hi Team,

This is just extension of 'bug 265969' and it is to merge three more Blink commits, which I missed in initial commit and initial one is big enough so it would be good to let it go.

Just raising so I can do another clean-up.

We have total 107 test files with 'getPropertyCSSValue' usage so it might clean-up a bucket lot but might still have few remaining but it will make it easier for future clean-ups.
