prepare-ChangeLog template should give instructions not just warnings WARNING: NO TEST CASES ADDED OR CHANGED Should be either replaced, or at least augmented to note that the text should be removed and replaced by either an explanation as to why no tests are possible or why they are not needed. Example: WARNING: prepare-ChangeLog did not find any test files. Please either replace this warning with the paths of the affected tests or an explanation as to why testing of this change is unnecessary or impossible.
