From discussion in bug #24722, the hysteresis for an auto scroll is slightly shorter than in IE and Firefox. In those browsers, an auto scroll begins after the mouse has moved approximately 15 pixels from the start point. In WebKit, it is 10 pixels. 

This can lead to some accidental auto scrolling.
