1) open developer console
2) click 'foo'
3) click 'bar'

Expected:
onPointerDown on foo
onPointerDown on bar
onPointerUp on bar

Observed:
onPointerDown on foo
onPointerUp on bar

Works in Chrome and Firefox

I am not sure on the exact behavior aligned with web-spec but I hope someone else would be able to comment. Just sharing updated testing results. Thanks!

This appears to have been fixed in 17.5
