When EWS (ews-build) find any failures, it should comment on Bugzilla bugs about those failures.

commit-queue does comment on bugs for failures (after Bug 209226 and Bug 209227). Other EWSes do not comment on bugs to reduce the noise, as per the feedback in https://lists.webkit.org/pipermail/webkit-dev/2019-June/030683.html
