Need to extract relevant code/tests from bug attachment 358318 [details].

I thought the changes to ScrollingTreeStickyNode.mm from attachment 358318 [details] would be enough but when I tried yesterday, stuff from bug 182868 was also needed to make the tests pass. So closing this bug. Sorry for the noise.
