alt-tab or option tab allow navigation in html broken for SVG

Works for me. We invalidate too much (if you run Quartz Debug you can see us updating too much of the screen), and we don't draw the default focus rectangles quite correctly, but otherwise things look OK. The keyboard navigation part certainly is working.
