With HTML5 video/audio support there is possible to create page with sounds, which can disturb the user. 

Until now it was impossible (as far as I know) to disturb user who switched off scripting and plugin support. Starting with Safari 1.1 this is no longer true.

There should be pref which either disable audio/video autoplay feature or disable audio/video completely.

Preferences in Safari are an application-level feature, not a WebKit feature.  A request for such a preference should be filed against Safari at http://bugreport.apple.com/.
