LayoutTest fast/loader/submit-form-while-parsing-2.html is a flaky timeout

This LayoutTest is already marked as a flaky failure, but it became a flaky timeout within the last 7 days. Though they seem unrelated, the earliest range blamed is https://trac.webkit.org/log/webkit/?verbose=on&rev=229738&stop_rev=229737

This is another test that had some failures at 22973x revisions, then passes, and then started to fail again a hundred revisions later. Has to be due to async policy delegates.

The test is no longer a flaky timeout. It a flaky failure again.
