The source code for the US Map that I link to that illustrates the issue

I have a sample SVG US map that was built using the jQuery Vector Maps library.

I have attached the source code for your reference. 

I noticed that on iOS VoiceOver's focus rectangle renders with the visual outline of the SVG path but that the VoiceOver focus is offset from the actual element.  In the attached example the state of North Carolina is focused but VoiceOver is showing a visual outline offset above and to the left of the element.
