Summary: Make core feature tabs fixed and remove New Tab button. NewTabContentView is is shown by default when all tabs have been closed. NewTabContentView will soon be redundant (https://webkit.org/b/181448) and can be removed, but to do so a set of one or more fixed (non-removable) tabs need to be determined. Other tools use the following: Chrome [Elements, Console, Sources, Network, Performance, Memory, Application, Security, Audits] Firefox [Inspector, Console, Debugger] Edge: [Elements, Console, Debugger, Network, Performance, Memory, Emulation] I propose the following fixed tabs: [Elements, Network, Debugger], depending on the target.
