At the time of writing ResourceHandle takes two consecutive boolean parameters and will take three in the near future following the landing of the patch for bug #175597. Passing consecutive boolean arguments is error prone and is not self-documenting at call sites that hardcode values. We should look to clean up the ResourceHandle constructor. Cleaning up the constructor will likely let us clean up related code.
