How to reproduce:

Go to http://www.godaddy.com scroll down to bottom and notice many characters are missing and repliced by question mark.

Problem happens if you set default encoding to UTF-8, if you use Western Latin-1 it goes away.

This problem is not longer present in r43110 on the Mac - not sure if there is a progression, or the website changed, but without a testcase, the bug should be closed.
