When running manually, the user may specify a library path for testing which does not exist.  Create it for them if we need to save dummy resource load statistics to it.

Brady has brought it to my attention that on Mac, we define a default library path which does not exist when saving dummy resource load statistics, so this change is definitely needed to support manual testing.
