In bug 148941 the mesa URL for downloads was set to http://people.freedesktop.org/~brianp/mesa because at that time the only way for downloading Mesa was via ftp and that caused issues with some firewalls. Now the Mesa project offers the tarballs at https://mesa.freedesktop.org/archive/ which should be preferred to the url from people.freedesktop.org
