Steps: 0. Install and open Apple's "Network Link Conditioner" (howto, http://apple.stackexchange.com/a/114193) and choose "Very bad network" profile on it and turn on network conditioner, (also please clean browser profile and DNS cache each time you are testing this to get reproducible results) 1. Open a new Safari window and open "apple.com" on it and wait until its load 2. Open a new tab Command+T and enter "appleinsider.org" on it but the load the tab switch to already opened first tab. Expected: To have appleinsider in the second tab, normally. Actual: Interestingly, you will see appleinsider replaces the first tab when it will started to be load and second tab will be remained empty.
I would normally say that this sounds like a Safari issue, but Safari also seems unlikely to have an issue like this. Could you please attach a screen recording of reproducing this?
