This is a new test that was just added in r211656. What is being done to make sure that this code is working properly?

I looked at a couple bots that frequently hit this issue, which were bot173 and bot174 (Apple El Capitan Release WK1 testers), and both were is a somewhat weird state. It looks like system setup didn't fully complete, and Spotlight process was using a lot of CPU time. I rebooted them. Another machine hitting this (bot164) wasn't in the same state. Still, it is possible that this issue reproduces under CPU load.

This is still happening frequently on the bots. If there are no objections, I would like to disable this test because it continues to impact bot watching.
