Mostly to match LEGACY_ENCRYPTED_MEDIA, enabling GStreamer decryptor elements and the accompanying behavior.

Comment on attachment 297515 [details] Patch There are a lot of places here where you activate the GStreamer build for ENCRYPTED_MEDIA. I think it is not needed yet and I'd do it later but if you think it is helpful I won't object.
