Summary:
Timeline UI not updating while recording

Steps to Reproduce:
1. Remotely inspect a page
2. Start a timeline recording
  => Timeline Overview UI should immediately start playing

Notes:
- WebInspector.visible is false, so the Timeline UI just bails.
