LayoutTest fast/scrolling/scroll-container-horizontally.html frequently times out & fails

It is marked as a failure on mac-wk1 and ios-simulator, but it is timing out on every run on iso-simulator-wk1 and frequently timing out on mac-wk2

I was not able to reproduce this issue in iterations using r256857 with the command below.
Run-webkit-tests fast/scrolling/scroll-container-horizontally.html --iterations 3000 --exit-after-n-failures 5 -f --force

I wasn't able to reproduce the issue with a debug build of r256833 either. I used this command: run-webkit-tests fast/scrolling/scroll-container-horizontally.html --iterations 3000 --exit-after-n-failures 5 -f --force --debug
