1.16.1 is out: https://phab.enlightenment.org/phame/live/3/post/efl_and_elementary_1_16_1_release/ We had to disable NEON to be able to build EFL 1.16 - http://trac.webkit.org/changeset/192360 But it is enough to disable NEON only in ector module, which is already done in 1.16.1 Let's bump to 1.16.1 and enable NEON optimizations again.
